A Day to Never Forget When individuals purchase a gun from a legal dealer they are required to pass a background check using NICS. It is already unlawful in North Carolina for someone to purchase a gun if they have been deemed mentally incompetent. However, unless the records have been transmitted into the NICS system, gun dealers have no way of knowing the person has been judged as a possible danger to themselves or others. On April 16, 2007 a shooter took the lives of 32 students and teachers on the campus of Virginia Tech becoming the worst campus shooting in history. In response to the tragic events North Carolina formed the Campus Safety Task Force. The task force recognized that had the shooter Cho Seung-Hui's mental health records been entered into the National Instant Criminal Background Check System (NICS) he would not have been able to purchase a weapon legally. On May 27, 2008 the North Carolina General Assembly introduced House Bill 2747 and Senate Bill 2081 that would require North Carolina County Clerks of Court to upload all records of individuals who have been involuntarily committed into the National Instant Criminal Background Check System (NICS).
